During his employment at the CIA, Joel held a variety of strategic planning, analytical and operational assignments at home and abroad, including managing and executing the CIA budget. He was a Trustee of the CIA’s voluntary investment pension plan. The Agency awarded Joel the Career Intelligence Medal.
