Joel D. Ticknor

Joel is a Certified Financial Planner (CFP) practitioner and Accredited Investment Fiduciary (AIF).  The AIF professional designation is awarded by the Center for Fiduciary Studies, which is associated with the University of Pittsburgh.

Worth,the magazine of financial intelligence, named Joel as one of the top 250 financial advisers in the United States for 2002.   Joel was first named to the Worth list of top advisers in 1998.

Washingtonian magazine named Joel as one of the top financial advisers in the region (December 2002).  

Education: 

BA degree (Phi Beta Kappa) from Union College, Schenectady, N.Y.  Union awarded Joel the Daggert Prize, which is given for character and integrity. Carnegie Foundation undergraduate Fellow, Northwestern University, Evanston, IL.  Graduate studies in public law and government, Columbia University, N.Y. as a Noble Foundation and Woodrow Wilson Fellow.  Professional Background:

  • Foreign Service officer, U.S. Department of State. 
  • Senior intelligence officer, Central Intelligence Agency.  During his employment at the CIA, Joel held a variety of strategic planning, analytical and operational assignments at home and abroad, including managing and executing the CIA budget. He was a Trustee of the CIA’s voluntary investment pension plan. The Agency awarded Joel the Career Intelligence Medal.
  • Professor of National Security Policy at The National War College, in Washington, D.C., the nation’s senior institute for professional military education. Joel received the Department of the Army Commander's Award for Civilian Service and excellence in teaching. 

Community and Industry Activities:

  • Chairman (a volunteer, non-compensated elected position), Board of Directors and member of the financial management committee, Northwest Federal Credit Union, the third largest credit union in Virginia and seventy-fifth largest credit union in the United States, with over $1.4 billion in assets and 67,000 members.
  • Voting Member, American Institute for Economic Research, a non-profit scientific, educational, and charitable organization, Great Barrington, Massachusetts.
  • Former Public Member Arbitrator, National Association of Securities Dealers, Inc. Board of Arbitrators, the largest forum of dispute resolution for the U.S. securities industry;
  • Former instructor, financial planning and investments, Fairfax County (VA) Department of Adult and Continuing Education.

Mark is a Certified Financial Planner, a Registered Investment Advisor and has held the Certified Insurance Counselor (CIC)and Life Underwriter Training Council (LUTC) designations.  Mark began working in Financial Services with Allstate Insurance Company in 1984 and has been involved in financial planning and insurance/benefits consulting since 1989.
